Javier D. Ferrer (2013)

Javier D. Ferrer was appointed President of the Government Development Bank for Puerto Rico effective January 2, 2013, by Governor Alejandro García Padilla.

As GDB President and key member of the Commonwealth's fiscal and economic team, Ferrer promoted the enactment of the Retirement Systems reform, one of the principal measures to address the serious fiscal situation of the public finances and recover the credibility with, and trust of the capital markets.

Before joining the GDB, Ferrer garnered extensive experience as an attorney in the areas of securities and capital markets, public finance, banking and financial services, corporate and commercial law, insurance law, and investment companies.

He was co-founding partner in 1992 of Pietrantoni, Méndez & Álvarez, LLC, a prominent commercial law firm in San Juan. Over the years, his practice focused mainly on representing private and public companies in corporate, corporate governance and securities matters, including public and private offerings of equity and debt securities. Ferrer also acquired ample experience representing buyers and sellers in capital market transactions.

Prior to his tenure with Pietrantoni, Méndez & Álvarez, LLC, Ferrer had worked with several prominent law firms, including McConnell Valdés in San Juan and Kutak Rock & Campbell in Washington, D.C. He had also worked as professor of the School of Law of the University of Puerto Rico.

Ferrer received a J.D. from the School of Law of Boston College and a B.A. from Harvard University. He was admitted to the Puerto Rico and Massachussets bars and to the U.S. Court of Appeals for the First Circuit.

Ferrer has been a member of the Puerto Rico Bar Association, the Massachussets Bar Association, and the American Bar Association (Business Law Section). He was also a member and secretary of the boards of directors of various entities, and recognized by the Chambers Global Guide to the World Leading Lawyers.
