Jorge Irizarry Herrans (2007-2008)

Jorge Irizarry Herrans was appointed President of the Government Development Bank by its Board of Directors effective December 4, 2007, having served as Interim President for several months. Previously, he worked for two years as Executive Vice President and Director of the Financing Area of the Bank, the fiscal agent and financial advisor of all the agencies of the Commonwealth of Puerto Rico.

Irizarry Herrans had successfully served for over 25 years in management positions with first-class banking institutions and consulting companies, such as, Paine Webber, Chase Manhattan Bank, and Booz Allen. His experience also included debt transactions, stock offerings, and mergers and acquisitions . In addition, he had ample experience in the development and implementation of organizational and operational strategies for financial institutions and corporations, and in financial and credit management in the commercial and investment banking sector, as well as in public finances.

 

Among his accomplishments, Irizarry Herrans formulated organizational development strategies for 7 important banking institutions and cofounded a firm providing consulting services in financial strategy and supply chains for minority corporations and large corporations.

While at the helm of the GDB, in the midst of the government's fiscal crisis, he handled debt issues of over $25 million and sought to improve communications with institutional investors, credit rating agencies, and insurers, which resulted in an enhanced credit rating stability, access to better credit ratings through credit insurances and to capital markets.

Irizarry Herrans obtained an M.B.A. in Finance from Harvard Business School and a bachelor's degree in Finance from New York University.
