Gallery of Past Presidents


Roger Wall (1970-1973)

When Roger Wall became President of the Bank in 1970, he had previously served as Executive Vice President of the Housing Investment Corporation since 1957.

Puerto Rico had to face the potential collapse of the Puerto Rico Sugar Corporation. In addition, the GDB promoted the first public financings for some of the most important public corporations, such as, the Public Buildings Authority, the Ports Authority and the UPR. The Bank was able to borrow money for improvements in education, housing, electric power plants, aqueducts and sewers, transportation, roads, and port and airport facilities.


Resorting to to the Legislature became necessary in order to increase the maximum interest rate for Puerto Rico bond issues and be able to access the markets under existing market conditions during this period.
